About this site
Mission
The Louisiana Private Landowners Association (LA-PLA) exists to advocate for the rights of private landowners across Louisiana. The association mobilizes both large and small landowners to protect the rights to own, manage, develop, use, and dispose of land without undue government interference. By combining individual voices into a unified, influential organization, LA-PLA amplifies landowners' interests in legislative and regulatory matters.
Key Issues
Eminent Domain
- LA-PLA actively opposes the abuse of eminent domain powers, supporting amendments and legislative actions that protect private land from being taken for private development or industrial use.
- The association works to ensure land can only be condemned for legitimate public uses and that landowners receive fair compensation when such actions occur.
Carbon Capture and Sequestration (CCS)
- With Louisiana emerging as a hub for carbon capture and sequestration efforts, LA-PLA focuses on the impacts of CCS projects on private land.
- The association monitors and participates in legislative and regulatory discussions, advocating for landowner rights regarding land access, liability, and the long-term implications of underground CO₂ storage on property values and land use.
- They stress the need for local input on CCS decisions and resist policies that give industry broad rights at the expense of landowners.
Laws Benefiting Organizations vs. Landowners' Rights
- LA-PLA carefully scrutinizes new laws and regulations that may favor corporate, industrial, or organizational interests over those of individual landowners.
- The group lobbies for legal frameworks that prioritize property rights, transparent decision-making, fair compensation, and due process whenever landowner rights could be diminished for business or economic development initiatives.
Scope of Advocacy
- LLA's work spans many related matters, including public access, wetlands, mineral leasing, timber valuation, and regulatory changes.
- The association also informs its members about legal risks and policy updates affecting property ownership and land management, promoting responsible and productive use of Louisiana’s land resources.
The Louisiana Private Landowners Association stands as a central advocate for property rights in the state, with a focus on eminent domain reform, the impacts of carbon capture policies, and challenging legal actions that could erode individual landownership in favor of large organizations or corporate interests
